CANTON — The Cherokee County Board of Commissioners will consider a “revenue neutral” millage rate increase and take a look at a rezoning request to make way for a convenience store at Old Doss Drive and Highway 20 during its meeting on Tuesday.

The commission will conduct the second of two required public hearings before board members can take a vote on the rate.

The July 10 public hearing on the rate increase drew a large crowd of tea party members and others, many wearing red shirts in protest of the millage rate.

Tuesday’s meeting will begin at 6 p.m. at the county administration building.

The commission is also set to meet Thursday night in a special called meeting at 6 p.m. to adopt the millage rate sent to them by the school board for its portion of the property taxes.

The county’s total millage rate now sits at 9.13 mills, which includes 5.36 for the general fund, 3.129 for the fire district and 0.641 for the parks bond.

A revenue neutral increase would result in 5.82 for the general fund, 3.39 for the fire fund and 0.693 for the parks bond.

The rate is considered revenue neutral as most taxpayers saw their property values decrease by the same percentage as the rate increase.

State revenue rollback calculation allows the county to raise its rate to any point below the revenue neutral rate to not be considered a tax increase.

A home valued at about $165,000 with the standard $5,000 exemption would pay about $590 in county property taxes.

Many residents are expected to see their property tax bills decline as their home values also dropped.

The commission will also consider a rezoning request from RaceTrac Petroleum Inc. to rezone 7.33 acres along Cumming Highway just east of Old Doss Drive for a convenience store.

Portions of the property are zoned general commercial and the company is seeking to rezone 4.64 acres of the 7.33 now designated for residential to general commercial.

The commission will hold a work session at 3 p.m.

During the work session, the commission will review regular meeting agenda items and recognize 10, 15, 20 and 25-year employees.

The commission will also:

* Hold a public hearing to take comments regarding proposed changes to the county’s cemetery ordinance;

* Consider reappointing Woodstock City Manager Jeff Moon to the Cherokee County Department of Family and Children Services board;

* Commend the 100th anniversary of the Eagle Scout award;

* Consider accepting insurance recovery funds and budget transfer in the total amount of $7,471.50;

* Consider approval of a budget amendment to increase Grant Fund in the amount of $5,000 in acceptance of a donation by Northside Hospital-Cherokee for use in the County’s Wellness Program;

* Consider approval to schedule a public hearing for Aug. 21 to consider transmittal of the 2012 Cherokee County Capital Improvement Element (CIE) and Short Term Work Program (STWP) Annual Update to the Georgia Department of Community Affairs and the Atlanta Regional Commissioner;

* Consider approval of accepting a Victims of Crime Act grant renewal application for $87,397;

* Consider approval of a professional services agreement Siemens Industry, Inc. for the fire alarm, life safety and security system technical services to the Adult Detention Center, Justice Center and Fire Stations 4, 12, 21, 22 and 23 for $54,828;

* Consider approval to award a construction contract with W.E. Contracting Co., Inc. to perform Blankets Creek improvements for $810,481.29, which includes $40,000; and

* Consider amending a resolution that designed the county’s open records officer.
