Commission to mull homestead option sales tax

CANTON — The Cherokee County Board of Commissioners is expected to discuss moving forward with a proposed Homestead Option Sales Tax, or HOST, during its Tuesday work session.

The work session is expected to begin at 3 p.m., followed by its regular meeting at 6 p.m. The meeting will be at the county administration building.

County voters will consider approval of the tax on Nov. 6.

The 1 percent sales tax is used to increase the homestead exemptions to qualified properties both in unincorporated Cherokee County and in its cities, which reduces the amount of property taxes paid.

The HOST does not roll back property taxes for the fire district or school property taxes.

The county has projected the penny tax could generate roughly $30 million in tax revenue per year for the county that could be applied to approximately 49,000 residential properties receiving the $5,000 homestead exemption.

Georgia law allows local counties to use up to 20 percent of HOST proceeds towards capital, which would leave the county with 80 percent, or roughly $24 million, to increase homestead exemptions.

The commission is also expected to hear an overview of 2012-13 benefit renewal cost projections by Charles Carlson of Gallagher Benefits Solutions.

During its meeting, the commission is also expected to:

* Hear second quarter awards and recognitions from the Cherokee Sheriff’s Office;

* Announce that Harmony Drive will be closed to through traffic at its intersection with Highway 20/Cumming Highway for 30 days beginning on Aug. 27 for the purpose of intersection reconstruction;

* Conduct a public hearing to consider transmitting the 2012 annual update to the Capital Improvements Element and Short Term Plan to the Atlanta Regional Commission and the Georgia Department of Community Affairs for review and consider approval of the updated transmittal resolution;

* Consider approval to authorize the renewal position of fixed costs and program services with Gallagher Benefits Solutions;

* Consider approval of a business associate agreement with Gallagher Benefits Solutions; and

* Consider approval of a change order to the professional services agreement with AMEC in the amount of $33,536.27 full design and engineering services recommended by the master plan for the Waleska county park.
