The mayor and council members from posts 3, 4, and 5 are elected every four years at the same time presidential elections are held. Post 1 and 2 council members are elected every four years at midterms.
The council voted to request legislation to change one seat to the midterm elections, balancing out the number of seats that could change at one time.
The local legislative delegation will only consider bringing forth legislation on behalf of a city if all council members have voted in support of the proposed legislation and the mayor has signed off on the resolution requesting legislation.
The Holly Springs council split a vote 3-2 earlier this month to request legislation to change the election cycle of a post and to establish geographic wards.
“It was two issues hinged on one vote,” Mayor Tim Downing said during Monday’s meeting.
The council also:
* Approved a resolution appointing various board and commission members;
* Denied a conditional use permit for an auto sales establishment at 2845 Holly Springs Parkway;
* Approved an amendment to the city’s stormwater utility section of the city code;
* Approved an ordinance to amend the stormwater utility service fee credit manual by creating a green space credit;
* Approved a resolution to amend the stormwater utility service fee;
* Approved four-year employment agreements with City Manager Rob Logan and Police Chief Ken Ball;
* Approved appointing David Jolley to the Downtown Development Authority;
* Approved a resolution appointing the municipal prosecuting attorney and the assistant prosecuting attorney;
* Approved a one-year non-exclusive license agreement for SureCourt and SureTax software programs;
* Approved a three-year personal property auction contract with Jeff Dobson & Associates; and
Approved a conceptual plan for Hickory Road Park.
